wtvconverter only converts 10 seconds of a wtv file

I had been using wtvwatcher without issue for several months but then recently had to replace the motherboard on the computer. After replacing the motherboard I reinstalled windows 7 (64-bit version, exact same as prior to the motherboard replacement). After doing this however, wtvconverter only converts 10 seconds of any wtv file I try. It does not give me any errors. Even when I run wtvconvter.exe from the command line, there are no errors printed and it just returns after converting the 10 seconds of video. Does anyone have suggestions of things to try or verbose debug messages that I could turn on to help identify the problem?

It looks like this may be an issue with my hard disk. When I copy the wtv file to another drive (external USB drive), the file converts fine. I've also noticed write speed performance on the main system drive is pitifully slow which also indicates an issue with the hard disk.
